This just in: Project to replace Caravelle Commons is approved

The Metropolitan Development Commission has approved the Indianapolis Housing Authority’s plan to demolish Caravelle Commons, and replace it with a larger development to be known as 16 Park.

The new subsidized housing development would feature 155 residential units, compared to the 65 units at the existing project. The eight-acre site is bounded roughly by Park Avenue to the west, East 16th Street to the south, a north-south alley between Broadway Street and College Avenue to the east, and East 17th Street to the north.

The June 21 hearing took place following an agreement between the developers and the Concerned Neighbors of Caravelle Commons, a group formed in opposition to the Housing Authority’s original plans. The site’s added density, as well as past security issues at Caravelle Commons when it was under different ownership, contributed to the concerns of neighbors in both The Old Northside and Herron-Morton Place.

The accord followed the Housing Authority’s agreement on a set of commitments which covered a variety of issues of concern, including on-site security, parking and green space. Other commitments involved the selection of a property manager, admissions and continued occupancy policy, the proposed Park Avenue streetscape, and the pending redevelopment of the adjacent Kroger site.

As a result of those commitments, the Concerned Citizens agreed to support the petition, as did The Old Northside Association’s Land Use Committee.
