East End parking issues stall Trail Side development

Strong concerns by neighboring stakeholders about parking at the proposed Trail Side development on the East End of Mass Ave have resulted in another delay in taking the Trail Side project to the Indianapolis Historic Preservation Commission.

The developers, Riley Area Development Corp. and Monument Management, have asked for a continuance to the IHPC’s September hearing so they can continue to work on the parking plan.

Trail Side, to be located at 875 Mass Ave on land now occupied by a non-historic building owned by the Center Township Trustee’s Office, would be a four-story structure with 63 rental apartments, 24,000 square feet of commercial/retail space and 20,000 square feet of basement-level “community space.”

The parking plan, however, involves sharing spaces with the Center Township Trustee’s Office, with some Trail Side residents being required to vacate spaces    during daylight hours.

The developers are also seeking a variance of development standards to allow for considerably fewer spaces than required by the zoning ordinance. That part of the plan has drawn concern from neighboring business owners and other interested stakeholders.

In April 2008, the property was rezoned to CBD-2 from its previous designation of I-3-U, an industrial category.

Earlier this year, Riley Area Development Corp. was awarded $1.19 million in federal tax credits to help complete the project.

The Trail Side proposal comes in the heels of another loss of parking for East End merchants, with the loss of 23 parking spaces in the 800 block because of the Indianapolis Cultural Trail.
